1. Call to Order and Roll Call

The meeting was called to order at 6:00pm. Commissioners present: Nicholas Persky, Rachel Brodwin (arrived at 6:10pm), Paul Monge-Rodriguez, Mia Shackelford, Vanessa Warri. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Monge-Rodriguez, seconded by Commissioner Warri, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)

A. Wednesday, September 26, 2012

Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the minutes of September 26, 2012. This motion was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)

A. Consideration of authorization of Commissioner Rachel Brodwin’s absence from full Youth Commission meeting of October 1, 2012

Commissioner Warri, seconded by Commissioner Shackelford, moved to consider the authorization of Commissioner Rachel Brodwin’s absence from full Youth Commission meeting of October 1, 2012 at the next full meeting of October 15, 2012. The motion was approved by acclamation.

B. Set the agenda for the full Youth Commission meeting of October 15, 2012

Committee members reviewed and discussed items on the proposed agenda for the full Youth Commission meeting of October 15, 2012. Members agreed to agendize the following items –in addition to standing agenda items, to hear legislation referred from Supervisor Kim’s office, second readings on Commissioner Brodwin’s resolutions on the Youth of the Year award and sponsorship of the Redefining Education project, a first reading Commissioner Kyron Covington’s resolution to sponsor Youth Advocacy Day, the adoption of 2012-2013 Youth Commission bylaws with additional amendments, and an attendance review for Commissioner Brodwin’s absence on October 1, 2012.

Commissioner Brodwin, seconded by Commissioner Monge-Rodriguez, moved to approve the set agenda to the full Youth Commission meeting of October 15, 2012. This motion was approved by acclamation.

C. Work on forward calendar of department presentations at full Youth Commission meetings

Commissioner Persky and Ms. Truong spoke about the importance for the Executive Committee to set a forward calendar of presentations at full Youth Commission meetings. Commissioners reviewed the suggestion forms filled out by commissioners at the September 17th meeting. Commissioners then developed the following draft timeline of possible presentations at full YC meetings:

Other areas of interest based on YC suggestion form:

• Immigration

Commissioner Persky asked to haev this draft be a starting point, and working documented for the committee to go back to. Commissioners agreed to have this item be a standing agenda item during Executive Committee meetings, where members will continue to discuss possible presentations from City departments and community based organizations.

D. Legislative Affairs update

Commissioners Monge-Rodriguez gave an update on the status of the free MUNI for youth campaign. Commissioner Monge-Rodriguez will be working on an extensive update to be shared at the full Youth Commission meeting. Commissioner Brodwin spoke about the Youth Commission’s first legislation referred of the year, to be heard at the full meeting of October 15, 2012. Commissioners Monge-Rodriguez and Brodwin then briefly updated their peers on the status of their communications with all youth commissioners.

E. Communications and Outreach Officer update

Commissioner Warri has been working on creating an outreach agenda and checklist for commissioners. Commissioner Warri asked for feedback on the outreach plan. She will be in the office to finish any supplemental documents for outreach, and will ask staff to send it out during the weekly internal update.

F. Bay Area-wide YC summit

Ms. Truong updated commissioners on the status of planning the Bay Area wide YC summit. Ms. Truong and Ms. Chantal Reynolds, staff at the Oakland Youth Commission will be sending out an invitation letter to Bay Area Youth Commissions by the end of the week. Commissioners looked over a draft invitation letter to all Bay Area Youth Commissions. Commissioners then set the first planning meeting between all Youth Commissions to be on Thursday, December 6, 2012. Commissioners agreed to have this be a standing agenda item, so that members can work on an agenda for the planning meeting.

6. Issue-Based Committee Reports (Action Item)

Commissioners discussed what each Youth Commission committees were working on.

7. Executive Committee Report (Discussion Only)

Committee members agreed to report out their work on the draft forward calendar and seek feedback from other commissioners; and give an update on the status of the Bay Area-wide YC summit.

8. Adjournment

The meeting was adjourned at 7:29pm.
