1. Call to Order and Roll Call

The meeting was called to order at 5:03pm. Youth Commissioners present: Brian Chu, Rachel Brodwin, and Ariel Yu. Student Advisory Council representatives absent: Kristen Sinclair and Cecelia Young. Staff present: Phimy Truong, Coordinator of Youth Development and Administration, Youth Commission; and Judson Steele, Student Advisory Council Coordinator. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Brodwin, seconded by Commissioner Yu, moved to approve the agenda. The motion was approved by acclamation. There was no public comment.

3. Approval of Minutes (Action Item)

A. October 3, 2012

Commissioner Yu, seconded by Commissioner Brodwin, moved to approve the minutes to the meeting of October 3, 2012. The motion was approved by acclamation. There was no public comment.

4. Public Comment on Items not on Agenda (Discussion Only)

Brandon Kwong, Sam Attal, Alexandra Waite, Brett Abel, Shayna Rubin, Jennifer Moreno, Baba Harrison, from the San Francisco State University Journalism department, stated that they would be observing the meeting, for a class assignment.

5. Business (All Items to Follow Discussion and Possible Action)

A. Discuss BOS file no. 120997 ordinance appropriating $3,000,000 of State Reserves for the San Francisco Unified School District for FY 2012-2013

Commissioners Brodwin and Chu gave an overview of this item. Commissioners then discussed their role in supporting this item.

B. Work on achievement gap priority: explore and assess data, and research credit recovery options

Commissioners then spent the majority of the meeting time researching the achievement gap data, and credit recovery programs. Commissioners also worked on developing some clauses for a resolution addressing the achievement gap in schools.

C. Review S.M.A.R.T. goals

This item was tabled.

6. Items to Report to Executive Committee (Action Item)

Commissioner Yu, seconded by Commissioner Brodwin, moved to update the following items to the Executive Committee: the Education committee planned to work on a resolution addressing achievement gap, and to participate in any community meetings around this topic.

There was no public comment.

7. Executive Committee Report (Discussion Only)

Commissioner Brodwin updated her peers on the Executive Committee’s work around developing a forward calendar for presentations at full meetings, and setting a date for planning the Bay Area-wide Youth Commissions summit.

There was no public comment.

8. Adjournment

The meeting was adjourned at 7:05pm.
