1. Call to Order and Roll Call


The meeting was called to order at 5:00 p.m. Commissioners present: Kyron Covington, Sarah Armstrong, Nicholas Persky. Commissioners absent: Christine Huynh, Mia Shackelford. Staff present: Allen Lu, Phimy Truong.

2. Approval of Agenda (Action Item)


There was no public comment.

Commissioner Persky, seconded by Commissioner Armstrong, moved to approve the agenda. This motion was unanimously adopted by acclamation.

3. Approval of Minutes (Action Item)

B. Summer Jobs+ update

Commissioner Covington called item 5B first, and welcomed Tiffany Garcia, Business Development Manager, at the Office of Economic and Workforce Development (OEWD) to the meeting. Ms. Garcia gave an overview of her role working on the employer engagement piece of SF Summer Jobs+ initiative, and OEWD’s role in the initiative. She also gave an overview of the preparation for the second year of the initiative, and the Mayor’s new goal of employing 6,000 youth through the program. The aim is to continue to target disconnected youth and work closely with getting more youth referrals from community based organizations. The Mayor’s office will be launching the program at a Summer Jobs+ challenge event on Tuesday, April 30th at the North Light Court in City Hall. Ms. Garcia explained that this event is primarily for employers, as the Mayor will be challenging employers to either donate money to subsidize employment, or take on the challenge of setting aside some job slots within their businesses to employ youth. Ms. Garcia also provided some highlights from last year’s initiative which includes: 3466 youth employed through the public sector via city funded training and/or employment opportunities; 998 of these internships extended beyond the summer; 1738 youth employed in the private sector with 1008 of these placements with partner employers, 142 placements through the CTE department at the school district, and 588 placements with affiliate employers and programs.

Commissioners then asked follow up questions regarding the number of youth jobs that became year round job opportunities, outreach practices, disconnected youth engagement. Ms. Garcia addressed challenges from last year’s initiative which includes lower than expected youth referrals from community organizations. However, in the second year, there is a better plan to work with community organizations in advance. The outreach plan for the second year also includes bus advertisements on MUNI, stronger partnerships with community organizations, more intentional outreach with disconnected youth, and schools. Commissioners also asked about how undocumented youth, can get plugged into the program. Commissioners shared that they have been in meetings with youth employment service providers who are constantly bringing up the challenge of finding work for youth without right-to-work documents. Ms. Garcia stated that there are stipend opportunities available under the public sector umbrella of the initiative, but that hiring undocumented youth has been an ongoing challenge and conversation in the department. Ms. Garcia asked commissioners to continue to reach out to United Way of the Bay Area, the SFSJ+ partner, who is primarily handling the youth engagement piece of the initiative. There will be an SFSJ+ jobs fair on Saturday, May 11th where more employers will be engaged than last year.

A. Staff report

Ms. Truong provided the following items: Supervisor Jane Kim has called for a hearing to get an update on the SF Summer Jobs+ initiative at a special Board’s joint select committee on Wednesday, April 24th, 2013; and staff will be attending a meeting at Department of Public Health to learn about Alameda County’s EMS Corps program, and will be providing a report back to the committee at the next meeting.

C. Undocumented youth employment

Mr. Lu provided an update from the April 22nd working group meeting with community organizations on the challenges undocumented youth face in finding employment. Several community organizations including CHALK, Lyric, Larkin Street, TAY-SF, have signed onto a letter urging the Mayor to invest in summer job opportunities for undocumented youth. The full Youth Commission will not be meeting until May 6th so as a body the commission cannot take action and vote on whether to sign the letter.

Commissioners then discussed the different challenges undocumented youth face without right to work documents. Undocumented youth can participate in youth employment programs which provide stipends or educational scholarships. Commissioners expressed interest in continuing their participation in community meetings regarding undocumented youth and employment.

D. Work on committee community engagement plan

Commissioners had a brief discussion on potentially holding a community meeting with youth employment service providers and youth. Commissioner Armstrong expressed interest in putting on a youth employment forum, similar to what TAY SF put on a few years earlier. Commissioner Persky and Covington expressed interest in collaborating with youth employment service providers on holding a hearing or forum on the challenges that undocumented youth face.

E. Review Budget and Policy Priorities Document

Commissioners then spent some time reviewing and working on the committee’s priority document. There was no public comment.

6. Items to Report to Executive Committee (Discussion Only)


Commissioner Armstrong asked Commissioner Persky to provide the following updates to the Executive Committee: updates around upcoming SF Summer Jobs+ dates and events; updates on the ongoing work and community conversations around how to employ undocumented youth; and the community letter to the Mayor’s office in how the SFSJ+ can help undocumented students.

Commissioner Persky stated there was no update since the last full commission meeting.
