1. Call to Order and Roll Call

The meeting was called to order at 5:05 pm. Commissioners present: Edelhart, Gomez, Cardenas, Webb; Commissioner Flores noted present at 5:09 pm.

There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Webb, seconded by Commissioner Cardenas, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Gomez, seconded by Commissioner Webb, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Thomas Simpson, who works with AfroSolo, an African-American arts and performance organization, introduced himself to the committee. Mr. Simpson was inspired to create an arts and education event for young African American men after seeing that on July 31, 2013, 58% of the young men at YGC were African American. He is considering holding an event on Aug. 26th 2014 with seminars, workshops, and teach-ins, focused on the needs of young African American men. He is interested in reaching out to organizations that do poetry and financial literacy, as well as staff in city departments that may be able to present at the event. He is also working on a writing compilation “Letters to My Younger Brother.”

Commissioners expressed support the August event, and for bringing it to the full youth commission for endorsement. Commissioners also suggested reaching out to the Bayview convener, Success Center SF, Project Level, the Beat Within, and the community group doing arts programming events at Valencia Gardens.

5. Presentations (All Items to Follow Discussion and Possible Action)

A. Presentation and overview of the work of SF Children of Incarcerated Parents
Presenter: Nell Bernstein, SFCIPP

The presentation was cancelled because the presenter was out sick. Committee members asked staff to invite the presenter to the Feb. 18th meeting with Project WHAT.

6. Business (All Items to Follow Discussion and Possible Action)

A. Update and debrief meeting with SFPD on SFPD-SFUSD MOU and plan for wider community-youth meeting

Commissioners Gomez and Edelhart updated their colleagues on the meeting with Chief Suhr, Lt. Fatooh, Police Commissioner Suzy Loftus, and Deputy Chief Tomioka. The Chief expressed concern that mandatory graduated offenses would curb police officers’ ability to do their job once called to campuses, and suggested that the MOU make clearer provisions for when officers should be called in the first place. Committee members discussed having a meeting with community advocates and determined Wednesday after school was the best time.

B. Update and next steps in supporting Project W.H.A.T.’s survey outreach

Commissioners brainstormed items to discuss for the Feb. 18th special meeting with Project WHAT youth leaders and determined they would like to have youth facilitators at the meeting. Commissioners Edelhart and Webb agreed to prepare facilitation.

C. Review other committee priorities and plan next steps

Commissioners reviewed items to discuss for the Feb. 19th meeting with Chief Nance. Commissioners agreed to decide by Thursday which commissioner would attend with Commissioner Edelhart.

7. Staff Report

There was none.

8. Items to Report to Executive Committee (Discussion Only)

Commissioner Cardenas agreed to update the committee regarding the AfroSolo’s efforts, as well as updates on other committee priorities.

9. Executive Committee Report (Discussion Only)

Commissioner Cardenas shared updates regarding the executive committee’s upcoming agenda and the discussion regarding the 4/25/14 CAHRO youth session.
