1. Call to Order and Roll Call


The meeting was called to order at 6:47 p.m. Commissioners present: Michelle Kong, Joshua Cardenas, Angel VanStark, Nicholas Persky. Commissioner absent: DeAsia Landrum. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)


Commissioner Cardenas, seconded by Commissioner Kong, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Cardenas, seconded by Commissioner Kong, moved to approve the minutes to the meeting of February 12, 2014. There was no public comment. The motion was approved by acclamation.

There were none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Executive officer updates

Commissioner Cardenas shared his work tracking legislation introduced that were about youth, and policy conversations related to youth commission priorities such as the upcoming soda tax proposal, policies to limit Ellis Act evictions, and others. Commissioner Persky shared his work with supporting the Student Advisory Council representatives, and resolution work. Commissioner Kong shared her work with attending school district’s Vision 2025 planning meetings, the Children’s Fund community meetings, and 12N work. Commissioners Kong and Persky also presented at a regional transportation summit over the weekend. Commissioner VanStark shared updates related to his media outreach responsibilities. He will be working on an informational video of the Youth Commission so that the office can distribute to schools and align with outreach efforts.

Commissioners then spent some time reviewing check ins. There was no public comment.

B. Approve agenda for March 3, 2014 meeting

Commissioners reviewed many requests for presentations for the upcoming full meeting and priorities items to schedule for the next meeting. Commissioners agreed to the following items for the upcoming meeting of March 3, 2014: legislation referred on the tax on sugar sweetened beverages to fund food and health programs; a presentation on San Francisco Summer Jobs+; a third reading of Commissioner Persky’s resolution to create a youth voice policy; Commissioner Eric Wu’s motion to for the Youth Commission to support the Our Children Our City stakeholder council Youth town hall report; Commissioner Cardenas’ motion to urge for a hearing on the needs of youth with incarcerated parents; a first reading of Commissioner Persky’s resolution to urge for MTA’s youth fare to include 18 year old; the 2014-2015 YC application; and attendance authorizations for Commissioners VanStark, Edelhart, and Sicairos.

There was no public comment. Commissioner VanStark, seconded by Commissioner Persky made a motion to approve the agenda for March 3, 2014. The motion was approved by acclamation.

6. Staff Report (Discussion Only)


A. Summer Learning Day – June 20th, 2014

Ms. Truong provided context on the Youth Commission’s previous work with Mo’Magic youth organization in planning the Summer Learning Day event. Summer Learning Day will be held on June 20th, 2014 this year, and will bring about 100 elementary and middle school youth to City Hall to celebrate the city’s commitment to summer programming. There was no public comment.

B. CAHRO Conference update

Ms. Carpenter has been in touch with Human Rights Commission staff, and will send out an email to commissioners interested in planning a youth plenary at an upcoming California Association of Human Rights Organization conference. There was no public comment.

7. Adjournment

The meeting was adjourned at 8:03 p.m.
