1. Call to Order and Roll Call


The meeting was called to order at 4:30 pm. Commissioners present: Berliner, Wu, Edelhart. Commissioners absent: Cardenas. Staff present: Adele Failes-Carpenter. There was quorum.

2. Approval of Agenda (Action Item)



Commissioner Wu, seconded by Commissioner Edelhart, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Public Comment on Items not on Agenda (Discussion Only)



13 youth leaders from Project WHAT San Francisco introduced themselves and discussed the importance of leadership development and advocacy by youth with incarcerated parents.

Zoe Willmott, staff member at Project WHAT explained that the BOS CIP hearing in June 2014 had resulted in the securing of funds for a new afterschool theater program for youth with incarcerated parents.

Prishni Murillio from DCYF introduced herself and said she was present to learn more about the partnership between Project WHAT and the Youth Commission.

5. Business (All Items to Follow Discussion and Possible Action)



A. Review 13-14 priorities related to Children of Incarcerated Parents

Commissioners reviewed footage from the joint Project WHAT-Youth Commission presentation to the BOS Neighborhood Services and Safety Committee on June 19, 2014.

The committee discussed follow up on the findings for the CIP hearing. Commissioner Edelhart suggested following up with city departments who were present to request meetings, and then following up with members of the Board of Supervisors to request that the continued item be calendared in early Spring before budget season.

Project WHAT youth leaders expressed support for having a continued hearing, and explained that they would refine their research findings and policy recommendations for review by youth commissioners in early December. They requested support reviewing the recommendations and reaching out to city department staff to discuss the recommendations.

There was no further public comment.

B. Update on meeting regarding SFPD DGO 6.09 Domestic Violence protocols
