1. Call to Order and Roll Call


The meeting was called to order at 5:10 pm. Commissioners present: Cardenas, Wu, Berliner; Commissioners absent: Edelhart; Staff Present: Adele Failes-Carpenter

2. Approval of Agenda (Action Item)



Commissioner Cardenas, seconded by Commissioner Wu, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Cardenas, seconded by Commissioner Wu, moved to approve the minutes from October 28, 2014. There was no public comment. The motion was approved by acclamation.

B. November 4, 2014 – Special

Commissioner Cardenas, seconded by Commissioner Wu, moved to approve the minutes from November 4, 2014. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)



There was none.

5. Business (All Items to Follow Discussion and Possible Action)



A. Review priorities on youth-police relations

Committee members discussed proposing a youth advocates roundtable meeting with SFPD staff. They directed staff to set up a meeting with community stakeholders to receive input. There was no public comment.

B. Review priorities on Children of Incarcerated Parents

Commissioner Berliner confirmed that Project WHAT would be presenting its draft policy recommendations at the December 9, 2014 Youth Justice committee meeting. There was no public comment.

C. Review updates from Dignity in Schools

Commissioner Berliner shared impressions from the first nationwide all-member call and invited committee members to listen to the recording. The call mostly discussed the strategic planning process and how to link those organizations doing policy work and those organizations doing base-building. Committee members directed staff to request all members emails to be added to the Dignity in Schools list serve. There was no public comment.

D. Review updates from Community Justice Network for Youth

Committee members requested that staff report back to CJNY that the top peer-sharing priorities are: CPS referrals; youth roundtables with police departments; police body cameras; and arming of juvenile probation officers. There was no public comment.

6. Staff Report



Ms. Failes-Carpenter shared updates about the upcoming Victory Over Violence events. All committee members were interested in joining. She distributed findings and recommendations from Youth Leadership Institute’s youth participatory action research project at HOPE SF public housing sites. There was no public comment.
