1. Call to Order and Roll Call



The meeting was called to order at 4:41 pm. Commissioners present: Listana, Edelhart, Avalos Núñez. Commissioners absent: Zheng, Li. Staff present: Adele Failes-Carpenter. There was quorum.

Commissioner Li noted present at 4:43 pm.

2. Approval of Agenda (Action Item)



Commissioner Listana, seconded by Commissioner Avalos Núñez moved to approve the agenda. There was no public comment. The motion passed by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Li, seconded by Commissioner Avalos Núñez moved to approve the minutes from the last meeting. There was no public comment. The motion passed by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

5. Business (All Items to Follow Discussion and Possible Action)



A. Executive officer updates, check-ins, and committee reports

Commissioner Edelhart shared updates on SFPD DGO 7.04 training video. She also shared the upcoming HRC youth townhall on Ferguson. Commissioner Li shared the employment committee had recently toured Twitter and ZenDesk with conversations about a youth townhall on CBA agreements. They presented to SAC on the DACA resolution and newcomer student survey. The DACA resolution has been amended to reflect recent executive action and the district 7 office is commissioning a BLA report. Commissioner Avalos Núñez shared that he invited members of the Dreamers fellowship to Monday’s meeting. Commissioner Listana shared that the committee attended a recent Vision Zero meeting and she is working on having a D6 youth townhall in February.

B. Mid-Year Retreat Planning Update

Commissioner Listana shared the planning teams: Policy Research & Core Content Review; Team Building; and Budget Bonanza. The CTAB will join for Saturday and it will be held at College Track.

C. Review of recent youth-related Board of Supervisors legislation

Commissioner Avalos Núñez shared insights from recent legislation introduced. The committee asked staff to follow up regarding:
• Having the Proposition 47 hearing referred to Youth Justice committee
• Having the minimum wage hearing referred to the Immigration and Employment committee
• Follow up with Supervisor Cohen’s office regarding youth input on the gun violence task force plan
• Place the Board resolution regarding DOJ investigation of Michael Brown’s death in Ferguson onto the upcoming YC agenda on the consent calendar

D. Approve Agenda for December 15, 2014 Full YC Meeting

Commissioner Avalos, seconded by Commissioner Listana, moved to approve the agenda for the upcoming youth commission meeting containing the following non-standing items:
• Consent item support for BOS File No. 141234
• Overview of TAY SF Policy Priorities
• Second reading of resolution 1415-AL-03 DACA Fee Waivers
• First reading of Letter of Support for District 5 Local Merchants Accompanying Youth
• First reading of Resolution 1415-AL-04 Resolution urging a lowering of the voting age in municipal and school district elections

There was no public comment. The motion was approved by acclamation.

6. Staff Report



Commissioner Edelhart invited committee members to learn more about an event being hosted by the Black student union at Mission high and a march Monday at 2:00 pm with Michael Brown Sr. Staff reminded the committee of the upcoming HRC townhall on Ferguson.
