1. Call to Order and Roll Call



The meeting was called to order at 4:43 pm. Commissioners present: Edelhart, Zheng, Listana, Avalos; Commissioners absent: Li; Staff present: Adele Failes-Carpenter. There was quorum.

2. Approval of Agenda (Action Item)



Commissioner Listana, seconded by Commissioner Avalos, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Zheng, seconded by Commissioner Listana, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)



There was none.

5. Business (All Items to Follow Discussion and Possible Action)



A. Executive officer updates, check-ins, and committee reports

Committee members gave brief updates about their check-ins with fellow commissioners and their committees. Commissioner Listana informed the District 6 youth town hall is scheduled for February 13th.

Marlon, a member of the public, asked a clarifying question about youth commission committees and commented on the importance of language access to city services, as well as language comprehension in the education system.

There was no further public comment.

B. Mid-Year Retreat and Spring Timeline Review

Committee members reviewed the retreat and commented that it was a success and that the team building components were particularly fun. They commented that they enjoyed meeting at College Track. Committee members suggested that the viewing of the Budget and Policy Priorities video was long, and that it might be better to have it at orientation retreat to start off the year.

There was no public comment.

C. Review of recent youth-related Board of Supervisors legislation

Commissioner Avalos explained that legislation on the Children’s Outdoor Bill of Rights and a resolution urging a change in state law to decriminalize fare evasion among youth, as well as a substitution to the Language Access legislation heard at the previous meeting would be on the upcoming agenda.

Marlon, a member of the public, suggested that the Youth Commission collaborate with the Boy Scouts of America.

There was no further public comment.

D. Approve Agenda for February 2, 2014 Full YC Meeting

Committee members reviewed a draft agenda with the following non-standing items:

• Substituted legislation of Supervisor Tang’s changes to the Language Access Ordinance
• Supervisor Mar’s resolution urging the state to decriminalize youth fare evasion
• Supervisor Farrell’s Children’s Outdoor Bill of Rights resolution
• A presentation from #WhereDoYouBelong from 14 Black Poppies
• A presentation on the Department of the Status of Women’s Anti-Bullying and Teen Dating Violence Awareness curriculum project

Commissioner Zhen, seconded by Commissioner Avalos, moved to approve the agenda for the upcoming full youth commission meeting. There was no public comment. The motion was approved by acclamation.
