1. Call to Order and Roll Call



The meeting was called to order at 4:33 pm. Commissioners present: Edelhart, Li, Avalos, Zheng; Commissioners absent: Listana; Staff present: Adele Failes-Carpenter

2. Approval of Agenda (Action Item)



Commissioner Li, seconded by Commissioner Zheng, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)



A. January 28, 2015

Commissioner Zheng, seconded by Commissioner Avalos, moved to approve the minutes from the last meeting. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)



Monica Guzman introduced herself to youth commissioners and gave a brief overview of her previous background in youth and policy work.

5. Business (All Items to Follow Discussion and Possible Action)



A. Executive officer updates, check-ins, and committee reports

Commissioners gave brief updates on committee business. There was no public comment.

B. Review of recent youth-related Board of Supervisors legislation

Commissioner Avalos reviewed recent legislation introduced. Committee members instructed staff to look into having the hearing on the HRC’s report on LGBT safety referred. There was no public comment.

C. Committee follow up with 14 Black Poppies #WhereDoYouBelong Project

Committee members discussed the #WhereDoYouBelong Project and its relevance to their budget and policy priorities. Commissioner Zheng, seconded by Commissioner Edelhart, moved to recommend that 14BP partner with the Immigration and Employment committee.

Trayvon, a 14BP intern, expressed that housing and immigration were two good topics for the project to follow up on.

Jason Wyman, suggested that a good story-telling question for the project might be, “What is your migration story?”

There was no further public comment. The motion was approved by acclamation.

D. Approve Agenda for February 17, 2014 Full YC Meeting

Commissioner Avalos, seconded by Commissioner Li, moved to approve the agenda with the following non-standing items:

• Motion to support Sacred Heart students resisting new regulations
• Motion to urge BOS to hold a hearing on the reproductive rights of youth
• Resolution to urge the lowering of the voting age in SF county jails to 16
• Presentation on Open Truth anti-soda campaign

There was no public comment. The motion was approved by acclamation.

E. Review other committee priorities

This item was tabled.

6. Staff Report



Staff provided an update on the temporary hiring process for YC staff. Staff requested that a mayoral appointee join the review board for the Mayor’s Teacher of the Year award. David Zheng agreed to support the initiative. There was no public comment.
