1. Call to Order and Roll Call


The meeting was called to order at 5:02 pm. Commissioners present: Wu, Berliner, Edelhart, Cardenas. There was quorum. Staff present: Adele Failes-Carpenter

2. Approval of Agenda (Action Item)



Commissioner Edelhart, seconded by Commissioner Wu, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Wu, seconded by Commissioner Berliner, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

5. Presentations (All Items to Follow Discussion and Possible Action)



A. Presentation from the Beat Within
Presenter: David Inocencio, Director and Founder, The Beat Within

David and Lisa from the Beat Within introduced themselves. The Beat Within grew as a weekly publication of writing developed in workshops with incarcerated youth in SF and now has expanded to several other California counties, states, and even internationally. It is now published bi-weekly. Commissioners, David, and Lisa, discussed areas for potential collaboration, especially co-hosting a writing workshop for formerly-incarcerated youth, or youth commissioners suggesting writing prompts in order to hear from incarcerated youth on issues that impact them. There was no public comment.

6. Business (All Items to Follow Discussion and Possible Action)



A. Review SFPD priorities

Youth commissioners discussed following up on the youth-police training. They have asked the police department for a meeting and would like to hold a hearing on youth-police issues and training needs at full youth commission in May or June. Committee members agreed to research sites for possible off-site meetings. There was no public comment.

B. Review plan for committee contributions to commission’s annual budget and policy priorities

Commissioners reviewed the timeline for submission of annual budget and policy priorities, which will be up for final review on May 4th. There was no public comment.

C. Generate youth justice question for Youth Vote Fall Student Survey

Committee members discussed and informally agreed to submit the following question for the youth vote student survey: “How would you describe the level of trust between youth and police in SF? Rating 1-5” If they can ask a follow up question it will be: “Which solutions do you think would be most effective in improving trust between youth and police?” There was no public comment.

7. Staff Report (Discussion Only)



Staff updated commissioners on upcoming Vote16 work and confirmed committee members would present to the Juvenile Justice commission on April 21st.

8. Executive Committee Report (Discussion Only)



There was none.
