1. Call to Order and Roll Call for Attendance


The meeting was called to order at 5:15 pm. Commissioner present: Jillian Wu, Marshall-Fricker, Chen, Guo, Listana, Joyce Wu, David, Davis, Li, Bernick, Edelhart, Zheng; Commissioners absent: Cardenas, Berliner, Avalos

Chair Li indicated Commissioner Cardenas and Berliner were requesting absence authorization due to illness.

Commissioner Marshall-Fricker moved to approve Commissioner Cardenas’ request for an absence authorization. Commissioner Bernick seconded. There was no public comment. The motion was approved by acclamation.

Commissioner Marshall-Fricker moved to approve Commissioner Berliner’s request for an absence authorization. Commissioner Bernick seconded. There was no public comment. The motion was approved by acclamation.

2. Approval of Agenda (Action Item)


Commissioner Edelhart, seconded by Commissioner Zheng, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

C. [Second Reading] Resolution 1415-AL-11 Urging regular review and analysis of outcomes of San Francisco Police Department referrals to Child Protective Services

This item was called out of order. Commissioner Jillian Wu read the resolution into the public record. Commissioner Edelhart updated commissioners on an email from police commissioners that the police commission would be reviewing this item in the near future. Chair Li acknowledged acting captain Santos and invited his comments.

Acting Captain Santos introduced himself as the person currently overseeing the Special Victims Unit. Mr. Santos acknowledged he had previously met with members of the YC youth justice committee and that he was present to give an update. Acting captain Santos explained his main concern was that reporting out not include confidential information about cases involving youth but that reporting to the police commission would be a good way of reviewing the policy and looking out for intended effects.

Chair Li thanked Acting Captain Santos for his time. He passed out copies of DGO 6.09. Commissioner Jillian Wu clarified that the third resolved clause and supporting information had been added since last reading.

There was no public comment.

Commissioner Edelhart motioned to approve the resolution. Commissioner Listana seconded. The motion was passed by acclamation.

A. [Second Reading] Resolution 1415-AL-09 Urging the Mayor and the Board of Supervisors to declare 2015 the Year of Recognizing Homeless Youth and calling on the City to prioritize the provision of housing, employment training, and services for the homeless youth population

The chair then resumed the normal order of the agenda. Commissioner Chen explained that new background information had been added since last reading. Commissioner David read the resolution into the public record.

Chair Li invited up members of the Larkin Street Youth Advisory Board to comment.

YAB members who did not identify their names thanked youth commissioners for inviting youth commissioners for including the YAB. There was no further public comment.

Commissioner Marshall-Fricker noted that the statistics included in the resolution are shocking and thanked LSYS for collaboration.

Commissioner Davis moved to support the resolution. Commissioner Marshall-Fricker supported. The motion was passed by acclamation.

B. [Second Reading] Resolution 1415-AL-10 Urging the development and implementation of a recreation and open space equity analysis and enhancing protocols for preserving youth and community access in our City’s parks

Commissioner Chen read the resolution into the public record. The committee members requested the item be tabled until later in the meeting in order to consider possible amendments related to park safety issues.

The chair tabled this item until later in the meeting.

D. [First Reading] Youth Commission Budget & Policy Priorities for Fiscal Years 2015-2016, and 2016-2017

The following commissioners gave overview on priorities in the policy priorities draft on the public record: Emily Guo, Jillian Wu, Sophie Edelhart, Michel Li, Joyce Wu, E’mani Davis, Rosa Chen, Precious Listana, Anna Bernick.

There was no public comment. Vice Chair Edelhart explained the item would be brought for a second reading at the next full commission meeting.


B. [Second Reading] Resolution 1415-AL-10 Urging the development and implementation of a recreation and open space equity analysis and enhancing protocols for preserving youth and community access in our City’s parks

The chair reopened item 7B.

Commissioner Davis indicated the sponsors wished to add back in language that is included in the version in the agenda packet but not in the version that was read into the public record. She motioned to amend to include the following lines:
• Page 2 between lines 9 and 10: “WHEREAS, in October 2014, there was an incident at Mission Playground involving neighborhood youth and adult tech workers, wherein the adults had reserved the soccer field for permitted play on a field that had historically been used as a pick-up soccer field before renovations; and”
• Page 2, between lines 12 and 13 add: “WHEREAS, it should be among the primary goals of publicly-funded park renovations of our public spaces to better serve communities that have long been using and living near each park, and especially youth and families; and”
• Page 2, between lines 21 and 22 add: “WHEREAS, on March 5, 2015 at the Public Safety and Neighborhood Services hearing on the Children’s Outdoor Bill of Rights, public comments from youth included concerns over site staffing and the need for park monitors, park safety, the need to extend lighting hours, playfield access, and teen access; and”
• Page 3, between lines 3 and 4 add: “WHEREAS, one of the most vital public services and violence prevention services that RPD provides is simply providing reliable, safe, public spaces for young people to spend their time during out of school hours in our City’s parks; and”
• Page 3, between lines 3 and 4, add: “WHEREAS, in June 2014, Herz playground was the site of a fatal daytime shooting witnessed by 60 children, including the son of the victim; and”
• Page 3, between lines 16 and 17 add: “WHEREAS, an Equity Analysis would assess need by looking at factors such as relative safety of parks; ability for youth in a particular neighborhood to access parks and fields in other part of the city via rides from parents or league play; number of youth in need of after-school activities; the distribution of open space, recreation facilities by type, and open hours by neighborhood; neighborhood density; and neighborhoods with high concentrations of youth, people of color, low-income families, immigrant families, non-English-speaking residents, or disabled people; and”
• Page 3, between lines 16 and 17 add: “WHEREAS, such an equity analysis would be valuable in guiding investment of the 2012 parks bond and open space fund, ensuring diverse groups of stakeholders are engaged in renovation planning, and highlight needs and opportunities for innovative programs like neighborhood fields or sports league programs, extended lighting, and other initiatives; and”

Commissioner Davis motioned to include the aforementioned edits in the final version. Commissioner Marshall-Fricker seconded. There was no public comment. The motion to amend was passed by acclamation.

Commissioner Marshall-Fricker moved to adopt the resolution itself. Commissioner Davis seconded. There was no public comment. The motion was approved by acclamation.

8. Committee Reports (Discussion Only)



A. Executive Committee

Commissioner Edelhart asked commissioners to tell EC members if they would like to present at the BPP reading at the BOS.

B. Housing, Environment, and City Services Committe

Commissioner Chen updated the commission that the committee had received a presentation on TAY housing.

C. Immigration and Employment Committee

Commissioner Wu updated the commission that the SFUSD staff gave feedback on the newcomer survey.

D. Youth Justice Committee

Commissioner Edelhart updated commissioners that at the last meeting the Beat Within presented to the committee and decided on a question for the Youth Vote survey.

E. Vote 16 Updates

Staff updated commissioners in Commissioner Cardenas absence by inviting commissioners to meetings with the school district.

Commissioner Davis updated that some youth commissioners presented at the Bayview Youth Summit on vote 16 and youth were highly in support. The only concern was that there would not be high enough turnout.

F. Youth Advisory Council

Commissioner Jillian Wu updated the commission that the YAC was learning about the new DCYF oversight and advisory council.

Staff shared updates about youth commission applications; OAC applications and OAC youth seats.

10. Announcements (This Includes Community Events)



Commisioners Joyce Wu, Marshall-Fricker, and Listana shared invites to community events.
