1. Call to Order and Roll Call

The meeting was called to order at 5:05 pm. Commissioners present: Wu, Edelhart, Cardenas. Commissioners absent: Berliner. Staff present: Adele Failes-Carpenter.

2. Approval of Agenda (Action Item)

Commissioner Wu, seconded by Commissioner Edelhart, moved to approve the agenda. There was no public comment. The agenda was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Edelhart, seconded by Commissioner Wu, moved to approve the minutes. There was no public comment. The minutes were approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Review SFPD priorities

The committee discussed looking into scenarios that lead to negative interactions between youth and police for possible training suggestions. Commissioner Edelhart suggested updating community groups in July. Committee members directed staff to follow up with Commissioner Loftus. There was no public comment.

B. Review updates from budget hearings

Commissioners Edelhart and Cardenas offered an update on the debate regarding police academy budget and police staffing levels. Commissioner Cardenas shared updates from the DCYF budget discussion with Director Su. There was no public comment.

C. Work on committee briefing documents for next term

Commissioners agreed to divide up the writing of a briefing/background document in the following way:
• SFPD training and SFPD-SFUSD MOU (Commissioner Cardenas)
• Know Your Rights brochure and Relevant police codes, 7.01, 7.04, 6.09 (Commissioner Edelhart)
• Children of Incarcerated Parents priorities (Commissioner Wu)
• JPD priorities, recreation yard history, JPO arming proposal (Commissioner Cardenas)
• Realignment, restorative justice, and alternative custody (Commissioner Berliner, who was not present but committee members directed staff to request)

Committee members suggested reviewing a first draft of the document prepared by committee members at their next meeting, July 14th. There was no public comment.

6. Staff Report (Discussion Only)

Staff shared programmatic updates.

7. Executive Committee Report (Discussion Only)

The executive committee had not met since the last justice committee meeting.

The meeting was adjourned at 6:12 pm.
