1. Call to Order and Roll Call

The meeting was called to order at 5:10 pm. Commissioners present: Grace Pating, Hatim Mansori, Cecilia Galeano, Jessica Calderon. Staff present: Adele Failes-Carpenter and Monica Guzman. There was quorum.

There was no public comment.


2. Approval of Agenda (Action Item)

Commissioner Mansori, seconded by Commissioner Pating, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.


3. Approval of Minutes (Action Item)

Commissioner Calderon, seconded by Commissioner Galeano, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)

A. Review Committee Calendar

Staff Monica Guzman distributed the committee calendar for the commissioners to review. They confirmed that their meeting time and date works for everyone. They also plan to schedule a special meeting on Tuesday October 13th, 2015.

B. Review Past YC Work related to Youth Justice

Staff Adele Failes-Carpenter distributed the Budget and Policy Priorities and commissioners read priorities related to youth justice out loud. Commissioner Mansori indicated his interest in participating in the MOU oversight committee. There was no public comment.

C. Brainstorm and Discussion of Committee Goals for Year

The commissioners brainstormed and discussed their goals for the upcoming term.

Commissioner Pating was interested in learning about alternatives to violence in communities for youth; job openings for youth; police brutality and training in schools; intersections of the justice system and racism; She wants to learn about how police act on school campuses; resolution writing.

Commissioner Calderon wants to work on training for SFPD; learning how training is documented (accountability); following up on the JPO arming issue. Commissioner Calderon wants to learn about what the police training system looks like; JPO arming; TAY court

Commissioner Galeano wants to learn about public speaking, public education of justice issues; city departments. She wants to work on better supporting communities so that youth do not end up in the justice system; the school to prison pipeline.

Commissioner Mansori wants to work on de-escalation and cultural sensitivity training for police; having the PAL program more involved in schools; police body cameras; civilian oversight of police shootings. He wants to learn about the SFPD training process; what happened with the five-point plan; how to reach out to the police department.

There was no public comment.

D. Elections of Committee Chair and Vice Chair

Commissioner Pating, seconded by Commissioner Mansori, nominated Commissioner Calderon to serve as committee chair. Commissioner Galeano, seconded by Commissioner Calderon, nominated Commissioner Galeano to serve as Committee Chair. Both commissioners accepted their nominations. There was no public comment. There was a roll call vote: Two votes went to Commissioner Calderon and two votes went to Commissioner Galeano. Commissioner Pating, seconded by Galeano, then motioned to have two co-chairs. This motion passed unanimously. All four commissioners then voted for Commissioner Galeano and Commissioner Calderon as co-chairs.

E. Election of JJCC Representative

Staff asked what commissioners would be interested in being the JJCC representative. Commissioners Galeano, Calderon and Pating all were interested. There was no public comment. There was a roll call vote and Commissioner Calderon received two votes, Commissioner Galeano received one vote and Commissioner Pating received one vote. As there needs to be a majority, there was another roll call vote and Commissioner Calderon received three votes and Galeano received one vote. Commissioner Calderon was elected JJCC representative.

There was none.

7. Staff Report

Staff Adele Failes-Carpenter reminded commissioners to contact their appointing officials.

The meeting was adjourned at 7:16 PM.
