1. Call to Order and Roll Call


The meeting was called to order at 5:57pm. Present: Commissioners Wu, Plunkett, and Avalos. Absent: Commissioners Calderon and He. Staff present: Leah LaCroix. There was quorum

2. Approval of Agenda (Action Item)


Commissioner Avalos moved to approve the agenda, seconded by Commissioner Plunkett. There was no public comment. The motion was approved by acclamation.

A. Executive officer updates, check-ins

Commissioners shared personal updates about their week. There was no public comment.

B. Debrief last full YC meeting

The committee shared their thoughts regarding the April 18, 2016 full commission meeting. The committee asked staff to emphasize the need for full commissioner attendance at commission meetings. There was no public comment.

C. Review of recent youth-related Board of Supervisors legislation

The committee reviewed legislation introduced at the Board of Supervisors on Tuesday, April 19, 2016. Staff shared that the commission was referred File No. 160385—Ordinance amending the Transportation Code to consolidate and clarify existing fare evasion regulations, revise passenger conduct violations to make consistent with recent state law changes, and authorize the San Francisco Municipal Transportation Agency to establish separate fine amounts for fare evasion and passenger conduct violations committed by youth; and affirming the Planning Department’s determination under the California Environmental Quality Act.

Staff informed the item will be heard at their upcoming commission meeting, or at the commissions Housing, Environment, and City Services Committee. There was no public comment.

D. Committee reports

Commissioner gave general updates on their respective committees. There was no public comment.

E. Update on Budget and Policy Priorities

The committee reviewed the draft table of contents for the youth commission budget and policy priorities. There was no public comment.

F. Approve agenda for Special May 3, 2016 Full YC Meeting

Commissioner Avalos, seconded by Commissioner Plunkett, moved to approve the Special May 3, 2016 Full Commission meeting agenda with the following non-standing items:

A. BOS File No. 150267 [Charter Amendment – Sixteen and Seventeen-Year-Old Voting for Municipal Elections]
Sponsors: Supervisors Avalos, Campos, Kim, Mar

The motion was approved by acclamation. There was no public comment.

G. Executive Committee prep for Special May 3, 2016 full YC meeting

Staff briefed the committee on Board rules, etiquette, and logistical information regarding the Special May 3, 2016 full commission meeting in the Board Chamber. The committee advised staff on which topics to include when briefing individual commissioners on the matter. There was no public comment.

6. Staff Report


Staff informed that the commission is confirmed to present their Budget and Policy priorities at the Board of Supervisors Rules Committee on May 25, 2016. Additionally staff informed that the commission will be holding an information session for those applicants to the 2016-17 Youth Commission, and invited commissioner to attend the information session. There was no public comment.
