Friends,

My team and I have been extremely hard at work the past few weeks. I am so glad to share updates on what has been happening at City Hall and in our community. In this newsletter I will also highlight some important initiatives from your neighbors and community partners.

My Legislative Aides at City Hall are also here to help. Ellie Miller Hall was born and raised in District 2 on 25th Avenue & El Camino del Mar. She also attended St. Vincent de Paul School in the Marina, and Convent of the Sacred Heart in Pacific Heights. Ellie is your lead contact for neighborhood and constituent concerns. She also focuses on projects related to transportation on behalf of the District. Ellie is the manager of my schedule & calendar so please reach out to her regarding appointments or meetings.

Jack Gallagher was also born & raised in District 2 on Greenwich & Steiner. He attended St. Vincent de Paul, Stuart Hall Elementary School, and Stuart Hall High School. Jack is my lead staffer on all matters related to legislation and my two committee assignments on Rules Committee and Budget and Finance Committee. Jack is also available to assist on constituent matters - particularly anything related to planning & our parks.

LEGISLATION & POLICY UPDATES

The Budget
On June 1st Mayor Farrell introduced his budget proposal for Fiscal Years 2018-19 & 2019-20. Over the next three weeks, my colleagues and I will be reviewing the proposal in the Board of Supervisors Budget and Finance Committee. Mayor Farrell in his proposal has requested a $32 million investment in the Police Department. The investment will provide the department with 250 new sworn offices over four years and allow for equipment upgrades to their aging fleet.

BLA Request on Homeless Dollars
Recently, I requested that our Budget and Legislative Analyst prepare a report on grant funding provided by the Department of Homelessness and Supportive Housing. I have asked the BLA to review reporting requirements to get a better understanding of how the City spend funds on homeless services. San Francisco is lucky to have some of the best non-profits in the country and they are providing care to those who need it most, but the City needs to improve how we offer grant funding. In the coming weeks, the BLA will release their report, and I look forward to discussing the results with you.  

Traffic and Transit

  • MUNI Safety Hearing: Recently I introduced a hearing request to discuss security policies and procedures on public transportation and requesting the Municipal Transportation Agency and Police Department to report. I look forward to providing more information shortly once the hearing is scheduled.
  • SFMTA’s Broadway Safety Improvement Project Proposal: The Broadway Safety Improvement Project is a proposal by the San Francisco Municipal Transportation Agency (SFMTA) to address existing safety issues, particularly collision-related injuries to people who drive and walk on Broadway from Polk Street to Steiner Street. I have heard from many of you expressing concerns about the the project’s proposal. I have held conversations with our our neighbors, community association leaders, and schools. My main concern focuses on the outreach process surrounding this project. It is imperative to me that our neighbors’ and residents’ concerns and opinions are taken into full account before a project like this breaks ground. I met with SFMTA Director, Ed Reiskin on June 14th to ensure this is a practice. On June 15th, our neighbors and residents attended the SFMTA’s public hearing to make thoughts and concerns with the project heard. Based on comments from our community members, the SFMTA is working now to make amendments to the project. If you were unable to attend in person, you can send your comments and concerns directly to me or Ellie and we will ensure to have them entered into the record. We will also revisit with our neighbors and heads of schools on Broadway to ensure everyone is up to date on what is being proposed.
  • Scooters: As you know, shared e-scooters appeared on our streets overnight, and I have heard from many constituents the problems these have caused on our public right of ways. The Board of Supervisors voted on April 24th to establish an enforcement code prohibiting shared e-scooters without an SFMTA permit. On June 4th, the SFMTA in partnership with the City ordered all e-scooter companies to remove their vehicles from city streets or face impoundment with a fine to the operator of $100 per scooter, per day, in addition to other penalties. In May the SFMTA released a permit application for a 12-month pilot program to collect data, evaluate and assess whether further increases in scooters would serve the public interest. Twelve companies submitted applications by the June 7th deadline established by the MTA. Up to five qualified companies can be issued permits to operate a total of 2,500 shared, motorized scooters in the City. The SFMTA is currently reviewing permit applications and estimate the first permits to be issued in late June. Until permits are approved if you witness any e-scooters in the public right of way throughout the City, please make the alert on 311 and also connect with my office directly!
  • BikeShare: Ford GoBike Stations in D2: The SFMTA proposed three Ford GoBike stations at Bay & Fillmore, Clay & Steiner and Laguna & Washington in District 2. My office received many responses from residents and community organization who expressed concern over the proposed locations and lack of community outreach performed by the SFMTA and Ford GoBikes operator Motivate. The SFMTA worked closely with my office and heard about our communities’ concerns about the project’s installation loud and clear. As of now, the SFMTA and Motivate have halted plans on installing any stations in District 2 and will not do so without consulting my office and the community.

Parking Garages
At a press conference Mayor Farrell, Police Chief William Scott, SFMTA Director Ed Reiskin, Supervisor Aaron Peskin, and I announced upgrades to many of the City’s parking garages. These upgrades include the installation of new and brighter lights and security cameras. The enhancements also include the addition of new signage on Park Smart!, which is a program lead by the SFPD to remind individuals to remove valuables from their car after they park. These upgrades will be installed throughout the City, including the Pierce St. garage as well as the Lombard St. garage once renovations are complete.

Gun Violence Prevention
In May I cosponsored a resolution with Supervisor Ahsha Safai to support Senator Scott Wiener’s California State Senate Bill 221, which prohibits the sale of firearms and ammunition at the state-owned Cow Palace. I also lead a resolution supporting Assemblymember Phil Ting’s California State Assembly Bill 2888, the Gun Violence Restraining Order. This order would limit access to these deadly weapons by someone who is exhibiting signs of becoming a danger to themselves or others. The bill would also amend existing law to enable an employer, a co-worker, or an employee of a high school or college to request a court to issue a gun violence restraining order prohibiting a person from having these weapons in his/her custody or control. Both resolutions unanimously passed the full Board.

Julius Kahn Park
On June 5th the Board of Supervisors and I approved a resolution urging the Recreation and Parks Commission to remove the name of Julius Kahn from the playground and replace it with a name chosen by the community. The playground named after former Congressman Julius Kahn, who introduced a bill to the House of Representatives in 1902, which removed the expiration date to the Chinese Exclusion Act. Supervisor Yee along with support from the Chinese American community and neighboring associations led the effort to change the playgrounds name. The Recreation and Parks Commission will not vote on removing the name until a community discussion takes place on a replacement. I will keep you all updated and look forward to discussing a new name for one San Francisco’s most beautiful playgrounds.

Giants’ 60th Anniversary   
On Opening Day, I was so proud to introduce a resolution recognizing the San Francisco Giants’ 60th season in our beautiful city. Since their 1958 move to San Francisco, the Giants have seen 12 playoff appearances, six pennant wins, and three World Series wins! Off the field, the Giants have also been recipients numerous awards for their work in the community. Thank you for 59 amazing seasons, Giants! We look forward to more inspiring San Francisco baseball.

IN THE COMMUNITY

Honoring the March For Our Lives Student Organizers: In March, I was honored to march down Market Street with student organizers of San Francisco’s “March for Our Lives” rally. I presented the organizers a special commendation from the Board of Supervisors to honor their bravery and activism in bringing our whole city together. Jason Chen, Lola Cleaveland, Sarah Mitchell, Jaden Jarmel-Schneider, and Cleo Blackketter lead through their energy, dedication, and perseverance in the fight for common-sense gun reform. Our future is already better because of their commitment and resolve.

Small Business Week: For this year’s Small Business Week, I had the privilege of honoring Eleanor Carpenter and Leslie Drapkin, the co-owners of Jest Jewels on behalf of the Board of Supervisors. Jest Jewels has been selling fun and affordable fashion, jewelry, and accessories in District 2 for over 32 years. Congratulations to Jest Jewels and to all of our community’s small businesses!

Neighborhood Office Hours: One of the best parts of this job is having the opportunity to connect with my neighbors outside of City Hall, in the community. I’m holding office hours at the Presidio & Letterman Starbucks (1 Letterman Drive). Join me on June 30th between 9:00 and 10:30 AM. I look forward to hearing your thoughts!

Golden Gate Bridge March: On June 2nd I joined my longtime colleagues, friends, and partners at Moms Demand Action for Gun Sense in America at the Golden Gate Bridge March. I was proud to welcome marchers dressed in orange to use the power of voice & protest to create a future free from gun violence. 

D2 Neighborhood Public Safety Forums: I held three neighborhood public safety forums in District 2 with District Attorney Gascon, and our partners in the SFPD, Commander David Lazar, Northern Station Captain Joe Engler & Central Station Captain Paul Yep. Thank you to The Norwegian Seamen’s Church, Sherman Elementary School, CPMC Pacific and all of our neighborhood partners for hosting us.

The intent of each forum was to provide a platform for people to ask questions and express their concerns on public safety issues. We also discussed two important city programs -- the SFPD-led Park Smart! campaign, which helps to educate people about preventing car break-ins, and the District Attorney’s Security Camera Registry -- which is an important tool that aims at combating property crime.

From these forums Commander Lazar and our partners throughout the SFPD & the District Attorney’s Office suggested some additional programs and tools to help improve neighborhood safety and combat further threats. SFSafe a community lead non-profit in partnership with the SFPD can help assist you and your neighbors with security recommendations, including security cameras. You can contact the organization directly to have a SFSafe Security Specialist visit your home to review and provide recommendations on making it more safe and secure. This is a completely free service through the organization.

We also suggest subscribing to the SFPD Captains newsletters and social media accounts. And remember to always report your concerns to the authorities. If you ever feel threatened or unsafe, please continue to call 9-1-1 in case of an emergency or the SFPD non-emergency number, 415-553-0123. Please dictate as much detail as you can for a report. You can also connect with 311 and provide photos so the Healthy Streets Operations Center can address the concern with the appropriate city department. Also - call my office or e-mail me, Ellie, or Jack directly! It is always helpful to be kept informed on individual issues that face our communities and I am here to help work with our partners and address your concerns.

Neighborhood Association Meetings & Town Halls: I have enjoyed many opportunities the last few months to connect with our incredible neighborhood associations, community groups and watch groups. Special thanks to the Pacific Heights Residents Association, Russian Hill Neighbors, Cow Hollow Association, Presidio Heights Association of Neighbors, Golden Gate Valley Neighborhood Association, Marina Community Association, Marina/Cow Hollow Neighbors & Merchants for inviting me to regular membership meetings or connecting with my office directly to set up time  with me to discuss the many issues facing San Francisco and our district. I also held our first District 2 Neighborhood Association Leaders’ meeting since I took office. I believe that any challenges our communities face can be solved through collaboration, and am especially grateful for the input of our neighbors. I appreciate the opportunity to share my priorities as Supervisor.

District 2 Parks: In District 2, major projects are underway through the leadership of our neighbors and community leaders. 

  • Save Aquatic Park: Save the Aquatic Park Pier Board of Directors hosted an informative forum to discuss the future of our Aquatic Park Pier and our collective mission to save and improve the area. I am happy to continue to partner with my colleague, Supervisor Peskin and the many different organizations and groups invested to protect and restore the treasured San Francisco landmark.
  • Moscone Playground: On April 14th, Moscone Park celebrated a fantastic Community Fun Day! Not only was this a fantastic event for our friends & families to enjoy a day in the sunshine, but it was also to celebrate the newly improved Moscone Playground. Thank you to our Recreation and Parks Department for leading this improvement project with our community members.

Asian Pacific American Month Honoree: It was my honor to commend Traci Teraoka for this year’s Asian Pacific American Heritage Month. Traci is a third-generation Japanese American and the owner of Poetica Art and Antiques on in the Presidio Heights neighborhood, and her leadership, dedication, and advocacy as the President of the Sacramento Street Merchants Association has benefited our neighborhood greatly. Thank you, Traci, for everything you do for our community!

Celebrating Our Teachers & Place of Learning: On June 3rd I had the pleasure to honor retiring Sherman Elementary Teacher Ms. Marsha Lew for her 37 years of service. In my opinion, there is no greater privilege than to dedicate one’s life to public service. It is within a vocation where a career and a passion come together. From what I learned about Marsha, she is not only a beloved teacher, but an awakener who has cultivated hundreds of San Francisco students and future leaders. I was proud to present her with a Certificate of Honor from Mayor Farrell to commemorate her years of service.

On June 8th, we celebrated the Golden Gate Valley Branch Library’s 100th Anniversary! This library is a piece of our city’s beautiful history and a symbol of our collective values: cultural education, strong community building, pathways to accessibility, public service and igniting one’s imagination. Former First Lady, Lady Bird Johnson once said, “Perhaps no place in any community is so totally democratic as the town library. The only entrance requirement is interest.” It is a beautiful thing to celebrate decades of individuals joining together to promote a center of learning, community engagement, quiet reflection and cultural preservation. Libraries are special sites that help people connect to their communities and to the world around them. I look forward to how our Golden Gate Valley Branch Library prospers in the many years to come.

I hope to always have the chance to highlight the contributions of our amazing public servants and community leaders. All should be celebrated by our community.

District 2 Movie Nights: We had an amazing season of District 2 Movie Nights thanks to our partners, the Presidio YMCA, the Presidio Trust, Friends of Lafayette Park, and the Palace of Fine Arts. Our movie nights are free events with healthy snacks for our neighborhood families to come together with fellow movie-lovers to enjoy a night in one of our beloved community spaces around the district. I helped to start the tradition as an aide to then-Supervisor Farrell, and I’m so happy to be able to continue it as Supervisor. District 2 Movie Nights will be back in September and we look forward to sending you updates.

San Francisco Chamber of Commerce “Supes for Lunch”: I had the pleasure of joining the San Francisco Chamber of Commerce for my first “Supes for Lunch” event. I was encouraged by the Chamber’s level of engagement in our conversation about the issues facing San Francisco. I look forward to continuing to work on solutions with the Chamber in my role as Supervisor.

Epicenter Summit 2018: I got the chance to kick off the second day of the Department of Emergency Management’s conference in the Presidio on best practices for emergency management and building resilient communities. Thank you to Executive Director Anne Kronenberg and Department staff for keeping our community safe and well prepared.

Celebrating Small Businesses!

  • Union Street Festival: A big thank you to the Union Street Association for organizing the 42nd Annual Union Street Music Festival. I had a grand time meeting with all the merchants and constituents who come out to enjoy this great community event year after year. Thank you for having me.

  • Verve Wine Opening: I was delighted to welcome and congratulate Master Sommelier Dustin Wilson, Eric Railsback, and Derrick Maze of Verve Wine for their West Coast debut. Verve Wine is an excellent addition to the Fillmore merchant community with its thoughtfully curated wine selection. Thank you for inviting me to your grand opening celebration.
  • Valentino Market Spring Fling: Thank you to the Valentino Market Spring Fling for presenting me with a key to our neighborhood! I had a great time meeting our neighbors and hearing everyone’s ideas for addressing our city’s challenges.
  • Diamond Pain Relief & Wellness Center’s 23rd Anniversary Party: I am grateful to Irene Diamond for the invitation to Diamond Pain Relief & Wellness Center’s 23rd Anniversary Party! Irene’s business is one of our district’s gems, and we are so lucky to host some of San Francisco’s best merchant corridors such as Lombard Street. One of the joys of my job is to collaborate with merchants like Irene to meet the needs of our community and bring our neighborhood together. Thank you, Irene!
  • Amy Lang’s Anniversary at Pacific Heights Health Studio: The Pacific Heights Health Club celebrated its 14th anniversary under Amy Lang’s leadership. Amy has provided a comfortable space for all the residents to discover fitness and make healthy lifestyle choices all the while having a ton of fun. Thank you, Amy, for your dedication to the community and congratulations to Pacific Heights Health Club!

Traffic Calming Applications Due June 30th
If you believe speeding is a concern on your residential street, the SFMTA encourages you to apply to its Traffic Calming Program. An application, which can be submitted in English, Spanish, or Chinese, requires signatures from at least 20 neighbors from separate households, or half of your neighbors if you live on a block with fewer than 40 addresses. San Francisco Free Summer Meals Program
This summer the San Francisco Free Summer Lunch Program will celebrate its 21st year of serving free, healthy lunches and snacks to San Francisco children and youth during the months that school is not in session. From June 7 to August 17 over 100 sites throughout San Francisco will serve free lunches and snacks to anyone age 18 and under every weekday. No proof of need, registration, or identification is required in order to receive a lunch or snack. The only requirement is to arrive at a participating site during the site’s serving time. AlertSF
We want to make sure all of our community members are kept safe and up to date in case of an emergency. AlertSF is a text-based notification system for San Francisco's residents and visitors. You can learn more about AlertSF, by visiting here!

SF311 App Update
The option of “Blocked Driveways/ Illegal Parking” was recently added to the SF311 app! If you wish to report illegal parking or blocked driveway issues by phone instead, call San Francisco Municipal and Transportation Authority (SFMTA)’s Parking Enforcement Division at 415-553-1200.

San Francisco Recreation and Park Department Summer Camp Registration
The San Francisco Recreation and Park Department offers over 90 summer camp activities that provide fitness, fun, and community connection for our children and families in San Francisco parks. In addition, they also work with parents of children with disabilities to register at any of the camp programs and provide appropriate support. Over 11,500 spots have been filled for RPD Summer Day Camp, where there are activities for kids of all ages with al diverse needs. There are 4,000 spots left and scholarships are available to over 2,000 low-income children and families in San Francisco. For more information and to register, please click here.

Support at Home
Support at Home is a new San Francisco pilot program run by the Institute on Aging. This program provides financial assistance to enable adults who make up to 100% of the area median income  ($80,700 for a one-person household) to afford home care and stay in the community. If you’re interested in the program, you can make a referral for yourself or someone else by calling 415-750-4111 or by clicking here.

Free Disaster Preparedness Outreach and Training
Community Youth Center San Francisco (CYC SF) received funding from the San Francisco Department of Building Inspection to organize free disaster preparedness outreach and training for residents of San Francisco. The five-part series in the Seismic Safety Outreach Program is free for anyone who wants to be certified. Click here for more information.

New Warriors Library Card
The Golden State Warriors basketball team is showing its commitment to summer reading with new library cards designed for San Francisco Public Library and Oakland Public Library. Designed by the Golden State Warriors, the San Francisco library card is brightly colored in the team’s traditional blue and gold design. You can pick up a free collectors edition card at any branch library while supplies last.

Summer Stride
This summer, the library offers more than 900 fun, informative, and timely programs supporting science, technology, education, math, and reading for all ages at every branch, every week of the summer through August 19. Strong and unique partnerships elevate this year’s Summer Stride programming.

LGBTQIA Pride Month 2018
Pride events for all ages abound in June. From Drag Queen Story Hours to film screenings to the official launch of our LGBTQ fiction collection, there’s something for everyone. Check out the Pride Program Guide for an event in your community and view Pride reading suggestions here.

Pasados del Presidio - Friday, June 29th
The Presidio Trust is offering celebrations of Mexican-American culture for both kids and adults on Friday, June 29th, through Pasados del Presidio activities. Kids and families: Watch early California history come to life and enjoy hands-on demonstrations between 12 PM and 3 PM! Register for kids and families here.Grown-ups: Celebrate with dance and live music at the Pasados del Presidio Dance Party between 7 PM and 10 PM. Register for adults here. Both events require registration and will be held at the Presidio Officers’ Club, located at 50 Moraga Avenue. Additional events the weekend of June 30th.

The 34th Annual Fillmore Jazz Festival - Saturday, June 30th and Sunday, July 1st
The Fillmore Jazz Festival is celebrating its 34th anniversary! This year’s Jazz Festival will feature four stages of entertainment and a “Throwback” theme, celebrating the music of the ‘90s. Come out and support our local vendors and musicians for a weekend of fun between 10 AM and 6 PM on June 30th and July 1st. Please note that this is a smoke-free event.

Fourth of July Pub Crawl and Hotdog Eating Contest - Wednesday, July 4th
Join CrawlSF for an Independence Day pub crawl celebration in the Marina! Check in at Bar None at 1980 Union Street between 2 and 8pm, and enjoy $3 drink specials at neighborhood bars until 10 PM. The hotdog eating contest will take place at Stock in Trade, one of the crawl’s many stops. Tickets cost $12 and registration is required.

Lafayette Park Greening - Saturday, July 7th
Join our neighbors to help clean and freshen up Lafayette Park! The Friends of Lafayette Park will be holding a Cleaning and Greening session on July 7 between 9 AM and 12 PM. Meet by the playground and enjoy a complimentary breakfast. Tools and gloves are provided.
